Silver expressed concern over the issue of tanking in professional basketball, recognizing it as an increasingly accepted behavior among teams. "It used to be limited, frankly, to a small group of teams," he observed, highlighting that up to a third of the league appeared to engage in such practices this season. To counter this trend, he discussed the implementation of a new lottery system aimed at discouraging teams from intentionally losing games. The revised system intends to ensure a higher incentive for teams to compete vigorously rather than giving up, a move hailed as necessary to restore competitiveness across the league.

Enhancing Competitive Balance

Through these reforms, the NBA aims for a balance that allows even teams with poor records a substantial chance of succeeding via the draft process. As Silver pointed out, untenable situations would still permit teams with bottom 10 records a combined 70% chance of securing top-10 draft picks, mitigating concerns over rebuilding paths.
