A Career in Development and Diplomacy

Al-Zouba, whose career spans over 25 years, has dedicated her life to promoting development and political negotiation in Yemen. Before her recent elevation to foreign minister, she served as the minister for planning and international cooperation and led the Executive Bureau for Accelerating Aid Absorption and Supporting Policy Reforms.

Her journey began after the 2011 revolution when she became the first deputy secretary-general of the National Dialogue Conference, assisting in Yemen’s transition from former President Ali Abdullah Saleh and contributing to the drafting of a new constitution. Despite challenges, including a failed political transition following the Houthi takeover in 2014, al-Zouba’s involvement in peace initiatives has been noteworthy.

Educational Background

Born in al-Bayda, central Yemen, Al-Zouba initially trained as a pharmacist. She earned her bachelor's degree from Sanaa University, followed by a master's in community health and health economics in Malaysia, and an MBA from the University of Science and Technology in Yemen. This educational foundation has allowed her to focus on healthcare and development policies throughout her career.

Engaging in Grassroots Development

Early in her career, al-Zouba worked for SOUL for Development, a non-governmental organization aimed at reducing poverty in marginalized communities. She collaborated with USAID on programs addressing governance, democracy, and the empowerment of women and youth in Yemen. As an adviser to the Prime Minister from 2019, she focused on humanitarian relief efforts amid one of the world's most severe humanitarian crises.

Controversies and Challenges Ahead

Despite some skepticism regarding her diplomatic experience, her involvement in peacebuilding initiatives has been recognized. Al-Zouba was one of the few women engaged in United Nations peace consultations between 2016 and 2017, reflecting a push for increased female participation in peace processes.

As Yemen faces rising violence, especially with the potential for renewed conflict between the government and Houthi forces, al-Zouba's role as foreign minister comes at a crucial juncture.
