DRC and M23 Rebels Pursue Peace Monitoring Pact in Switzerland

Negotiations in Switzerland

The Democratic Republic of the Congo (DRC) is currently engaged in negotiations with the M23 rebel group in Switzerland as part of efforts to establish a peace monitoring mechanism. These discussions come in the wake of a December ceasefire agreement that has failed to stop ongoing violence in the country, particularly in the South Kivu region, where clashes have intensified considerably.

Mediation by the US and Qatar

The U.S. and Qatar are mediating these critical discussions, which began earlier this week. On Thursday, it was reported that both parties signed an interim peace monitoring agreement, designed to facilitate tracking humanitarian and security developments, as well as monitoring potential violations of the ceasefire.

The new mechanism is expected to include representatives from both the DRC government and the M23 coalition, with support from the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO).

Ongoing Clashes and Humanitarian Concerns

According to Al Jazeera's reporting from Goma, eastern DRC, the situation remains fragile, with accusations flying between the warring factions regarding ceasefire violations. Civilians in the highland areas of South Kivu are particularly vulnerable, often finding themselves trapped amid the conflict between various armed groups.

Clementine de Montjoye, a senior researcher at Human Rights Watch, has warned of a worsening humanitarian crisis exacerbated by ongoing hostilities. "Civilians in South Kivu’s highlands are facing a dire humanitarian crisis and live in fear of abuses by all parties," she stated. Aid deliveries have been obstructed, further complicating the already critical situation for displaced individuals.

Historical Context of the Conflict

The M23 coalition has made significant territorial gains since early 2025, capturing strategic locations such as Goma and Bukavu amidst growing violence. A peace and economic agreement was signed in December between Congolese President Felix Tshisekedi and Rwandan President Paul Kagame, who faces accusations of backing the M23 rebels. However, despite these diplomatic efforts, fighting has continued to flare up shortly after the agreement was reached.

As hopes for lasting peace hangs in the balance, many stakeholders are urging that mediators must ensure that both sides adhere to the new peace monitoring mechanisms developed in Switzerland. The people of eastern DRC, weary of years of conflict, seek genuine progress towards stability and the prevention of further humanitarian disasters.
