The agreement was formalized by Russian Defense Minister Andrei Belousov, who met with North Korean leaders to discuss the future of military collaboration. Belousov emphasized the strategic nature of this partnership, stating, "We agreed with the DPRK Defense Ministry to place our military cooperation on a stable, long-term footing." Discussions included plans for defense cooperation between 2027 and 2031, indicating a commitment to continued joint efforts.

Commemorating Sacrifice

During his visit, Belousov also inaugurated a memorial honoring North Korean soldiers who lost their lives while engaging Ukrainian forces. The memorial is dedicated to those who fought in the border region of Kursk, which was temporarily seized by Ukraine. Belousov presented military awards to North Korean servicemen, reinforcing the ties forged through shared military endeavors.

Simultaneously, the chairman of the State Duma, Vyacheslav Volodin, attended the memorial ceremony. The Kremlin acknowledged President Vladimir Putin's telegram to Kim Jong Un, expressing gratitude for the North Korean soldiers' efforts in reclaiming territory for Russia.

This agreement marks a continuation of military collaboration that began with a mutual defense deal signed in 2024 during a previous meeting between Kim Jong Un and Vladimir Putin.
