Following this, a deal was finalized in January 2024, leading to the creation of TikTok USDS Joint Venture, where a majority ownership now resides with American investors, including Oracle, while ByteDance retains a minority stake of approximately 20%.

Despite the lifting of the blanket ban, individual federal agencies retain the discretion to impose their own restrictions on TikTok. The Justice Department has indicated that agencies may choose to restrict the downloading of the app for various reasons, including employee productivity and workforce management.
